The spring runoff has long since subsided by mid-summer, and field irrigation in Tygh Valley also draws heavily from the tributary streams that feed the river during the dry season. Worse, part of what’s left when this federally protected Wild and Scenic River finally reaches the park is diverted by a century-old waterworks into a side channel that bypasses the main falls.
